In my experience, you have a better opportunity in qualifying for scholarships once you already hold the Private Pilot license. As a matter of fact, many scholarships require that you hold the Private simply to apply! You might consider attending a school which offers financial aid to complete the Private Pilot license, and then start applying then. Of the 38 hours that you've completed, is it over a long period of time, or just a few months? This is a good determination of how much money it will take to finish up the Private.
